# Mesa Local First Kitchen Application Orchestrator (S83-H184-B)

**Filed:** 2026-05-04 by CC. **Goal:** Single Brady-runnable doc that supersedes the 4 scattered Solshine docs by sequencing all 10 application items week-by-week with status, time, cost, and per-item Brady-instructions. Submission target: **3 weeks from filing** (May 24 Wrike submit) → mid-June 2026 first commercial production.

**Scope:** Originally drafted for SKU B (12oz finished bottle) only. SKU A (4oz dry blend) is cottage-food-eligible and doesn't require Mesa Kitchen.

---

## ⚠️ PRODUCTION SCOPE CLARIFICATION 2026-05-04 (S83-H185)

**Brady's correction:** Production is currently **keg-only at events** (15.5-gallon keg, served by-the-pour). The Mesa Kitchen application below **remains valid + active** — AZ DHS beverage producer registration covers any commercial-kitchen-produced beverage, including bulk/keg service. The 3-week application sequence is unchanged.

The SKU B bottling specs in the supporting docs become Phase 2 plans post-keg-validation (5+ events with proven margin + demand).

→ See `~/docs/ecosystem/sops/solshine_keg_pour_model_2026-05-04.md` for the active production model.

  - Confirms receipt of physical card via email; print PDF immediately for Mesa Kitchen application
  - Required for Brady (handler-of-record) for any Mesa Kitchen production

**Wed-Thu:**
- ☐ Item 3: Business plan fill
  - File: `~/docs/ecosystem/solshine_mesa_kitchen/solshine_business_plan_2026-04-29.md`

  - Call current insurer (renters/auto/general) — request quote add-on for "Commercial General Liability + Product Liability rider for herbal beverage retail at $1M coverage / $2M aggregate"

  - Bind policy after quote acceptance — receive Certificate within 24-48 hrs

## Per-Item Detail — What to Do If Things Go Wrong

| Item | If Rejected/Delayed | Fix |
|---|---|---|
| 6. Food Handler Card | Failed exam | Re-take same day, fee waived if within 30 days |
| 7. Insurance | Quote >$1000/yr | Try Next Insurance + Hiscox both; compare; reduce coverage to $500K aggregate if needed |
| 8. AZ DHS | Recipe rejected | Likely label compliance issue; request specific feedback; revise + resubmit (free) |
| 9. AZ DOR TPT | Application denied | Usually fixable — verify EIN matches LLC; resubmit |
| 10. Mesa Wrike | Application rejected | Get reasons; address specific gaps; resubmit (no fee) |

---

## Insurance Specifics (Item 7 Deep Dive)

When calling insurer, ask for:

> "Commercial General Liability with Product Liability rider for an herbal beverage retail business. Annual revenue projection $5,000-15,000 first year. We produce in a licensed commercial kitchen (Mesa Local First) and sell at events + direct retail. Need $1M per occurrence / $2M aggregate. We will name Mesa Local First as Additional Insured."

Compare quotes from:
- **Current insurer first** (usually 10-15% loyalty discount)
- **Hiscox** — strong for small craft food/beverage
- **Next Insurance** — fast online quote, often cheapest
- **Thimble** — month-to-month if Brady wants flexibility

Do NOT bind policy until at least 2 quotes received. Typical $1M policy with product liability rider: $400-650/year for low-revenue craft beverage.

---

## AZ DHS Recipe Submission (Item 8 Deep Dive)

Required materials:

1. **Recipe summary (1 page):** Ingredients list with quantities, brew steps, finished pH (test in kitchen, target 3.5-4.0 for shelf-stable acidic beverage), shelf life claim, storage temp
2. **Label mockup (PDF or PNG):**
   - Product name "Solshine"
   - Net weight: 12 fl oz (354 ml)
   - Ingredients in descending order by weight
   - Allergen statement (none expected for this recipe — but verify nettles + horsetail aren't allergens)
   - Manufacturer: Witch Haven Grove LLC, Cottonwood, AZ
   - Refrigerate statement: "Keep refrigerated. Best by [date]."
   - Batch/lot code
3. **Manufacturer info:** WHG LLC + EIN + Cottonwood AZ + Mesa Kitchen address as production site

## What This Orchestrator Replaces

This single doc is the **active source of truth** for Brady's Mesa Kitchen application. It supersedes:
- ✅ `solshine_mesa_kitchen_application_checklist_2026-04-29.md` — replaced by status table above
- ✅ Scattered Brady mental models — replaced by week-by-week sequence

The 4 supporting docs in `~/docs/ecosystem/solshine_mesa_kitchen/` (business plan / menu / cost / checklist) remain as **artifact docs** Brady fills + attaches to the application; this orchestrator is the runbook that orchestrates them.

_Filed S83-H184-B (2026-05-04 by CC). Brady runs through this doc, ticks boxes, and the Mesa Kitchen application is submitted in 3 weeks. Mid-June 2026 first commercial production is achievable on this timeline._
